Chapter 1 — Overview
1.1 Purpose

This regulation prescribes the enlisted, non-commissioned officer, warrant officer, and commissioned officer promotion and reduction system within the Royal Australian Armoured Corps. It provides principles, standards, policies, and procedures governing all promotions and reductions. The RAAC promotion system exists to fill positions with the best-qualified member and to recognise sustained service and combat effectiveness.

1.2 Definitions
  • Time in Service (TIS) — Total time a member has been on the RAAC roll, calculated from their enlistment date recorded in MILPAC.
  • Time in Grade (TIG) — Total time a member has held their current rank. Resets on every promotion or demotion.
  • Date of Rank (DOR) — The date a promotion is officially recorded in MILPAC. This is the authoritative date for TIG calculations.
  • Nonpromotable Status — A member placed in nonpromotable status cannot be promoted until the condition causing the restriction is resolved.
1.3 Authority

All promotions in the RAAC are authorised by the Commanding Officer (CO) TerminalLance1775. The 2IC ssorc2 may authorise promotions up to Sergeant (SGT). Promotions to WO2 and above require CO authorisation only.

All promotions are recorded as a Promotion entry in the member's MILPAC service record on the date they take effect.
Chapter 2 — Enlisted Promotions

Enlisted promotions from Recruit through to Staff Sergeant are governed by minimum TIS, TIG, and performance criteria.

2.1 Nonpromotable Conditions — Enlisted
  • Member is currently on LOA or ELOA.
  • Member has a Letter of Reprimand active in MILPAC within the past 60 days.
  • Member has not met the minimum operation count for the target rank.
  • Member has unresolved disciplinary proceedings.
Chapter 3 — NCO & Warrant Officer Promotions

Warrant Officers are senior technical advisors, not command appointments. They are the Corps' experts on crew doctrine, vehicle procedures, and training standards.

Warrant Officer promotions are rare and reflect the highest level of technical expertise within the enlisted stream. Members promoted to WO are expected to serve as crew trainers and doctrine advisors.
Chapter 4 — Officer Promotions

Commissioned Officers hold command authority. Officer promotions are based on demonstrated leadership, operational performance, and time in service. All officer promotions are CO-authorised only.

Restricted Ranks: Colonel (COL) and Brigadier (BRIG) are founding ranks held by ssorc2 and TerminalLance1775 respectively. They are not part of the standard promotion pathway. No member may be promoted to these ranks through TIS/TIG criteria.
Chapter 5 — Special Promotions
5.1 Meritorious Promotion

A meritorious promotion may be awarded by the CO to a member who has performed in a manner that significantly exceeds all standards for their current rank, but who has not yet met the minimum TIG requirement. Meritorious promotions are rare and exceptional. They bypass minimum TIG by up to 50% but cannot bypass minimum TIS.

5.2 Billet / Fast-Track Promotion

Members appointed to specific billets (e.g. Training Officer, S1 Personnel Officer) may be promoted to the minimum rank required for that billet if they do not already hold it. Billet promotions are effective on the date of appointment and are recorded in MILPAC as a Billet Promotion. If the billet is vacated, the member retains the rank earned during the billet period.

5.3 Re-enlistment Rank

Members who have previously served in the RAAC and re-enlist in good standing may have their prior rank reinstated at CO discretion, not to exceed their highest held rank. Members discharged dishonourably re-enlist at Recruit.

Chapter 6 — Demotions & Reductions in Rank
6.1 Non-Punitive Demotion

A member may be non-punitively reduced in rank when they voluntarily vacate a billet that carried a minimum rank requirement, or when they are unable to meet the performance standards of their current rank. Non-punitive demotions do not result in a disciplinary MILPAC entry but are recorded as a rank change.

6.2 Punitive Demotion

Punitive demotions are issued as a disciplinary measure following a formal disciplinary process (RAAC-R-005). They result in a Demotion — Disciplinary entry in MILPAC. The CO is the sole authority for punitive demotions.

6.3 Rank on Discharge
  • Honourable Discharge: Member retains their highest held rank as a title. No operational authority.
  • Dishonourable Discharge: Member loses all rank. If re-enlisted, starts at Recruit.
  • Administrative Discharge (AWOL/inactivity): Rank retained for 90 days. If re-enlisted within 90 days, rank reinstated at CO discretion.
Rank is not a personal achievement to be kept regardless of conduct. Members who bring discredit to the RAAC may have ranks reviewed at any time by the CO.
